The Mississippi Valley and Rideau Valley Conservation Authorities administer sewage systems permits on behalf of several watershed municipalities (see map). If your area is grey, please contact your local municipality to file your septic permit applications.

Types of Permits and How to Apply

Under Part 8 of the Ontario Building Code, a permit is required to install a new septic system or replacement an existing one. To begin, complete the permit application form, provide a scale drawing of the proposed work, and provide a cross-sectional drawing with proposed elevations. Also include at least one of the following:

  • Tax Assessment,
  • Title Deed first page, or
  • Survey/eMAP.

All pages of the application form must be completed by the applicant or authorized agent. An inspector will review the application and conduct a site visit. Response time is 5 to 10 business days once all required information has been provided. Once approved, a building permit will be issued.

Up to three more inspections are required throughout the construction process (this does not include re-inspection for failed inspections):

  1. Subgrade inspection (only in specific cases): If you are building in clay soils or on bedrock, a site preparation inspection may be required. Subgrade inspection requirements will be indicated on the approved application.
  2. Installation inspection (3 to 5 business days): Once the system is built but before it is covered by fill, an inspector must visit the site.
  3. Final grading inspection (3 to 5 business days): Once all work is completed, the final inspection will determine if a Certificate of Completion can be issued.

When the installation inspection is requested, we will also require the homeowner or the licensed contractor to submit the following paperwork:

  1. As-built component page, and
  2. As-built drawing page.

Also required as stated on the issued permit or upon request from the inspector:

  1. Weigh bills,
  2. Grain size analysis from an engineer,
  3. Proof of a valid maintenance contract for a treatment unit,
  4. Suppliers invoice for septic system components, and
  5. ESA permit
